There is still low competition in the commercial sector and there are many areas outside the capital suitable for setting up business in Ukraine. In fact, expectations are high amongst local councils and consumers.
There is also a huge demand of foreign products amongst middle-class people (15% of the population), who have become "big consumers". More and more superstores are setting up, and the new 2002 land code makes it possible for foreigners to develop real-estate projects on agricultural and private land.
